The Lagos State Resilience Office, LASRO, has commenced the 2026 cycle of its Business Continuity Plan, BCP, development across Ministries, Departments and Agencies, MDAs, with Lagos Ferry Services, LAGFERRY, as the first beneficiary.
Speaking at the kickoff meeting with LAGFERRY management, Chief Resilience Officer, Dr. Folayinka Dania, said the initiative was informed by lessons from major disruptions, including the COVID-19 pandemic and the EndSARS unrest.
Dania, who was represented by the lead delegate of LASRO, Tpl. Dada Michael, stressed the need for formal and comprehensive continuity structures capable of addressing both institution-specific risks and emergencies that could affect the state at large.
According to her, the continuity framework is particularly important for agencies involved in critical services, as disruptions arising from waterway emergencies, road accidents, severe flooding and disease outbreaks could affect the ability of government to serve residents.
The kickoff also marked the commencement of LAGFERRY’s Business Impact Analysis, BIA, workshop, which is a key step towards developing its tailored continuity framework.
The analysis will identify LAGFERRY’s core operations and critical functions, assess risks, operational bottlenecks and vulnerabilities associated with water transportation, as well as review existing emergency protocols and institutional readiness.
The process is also expected to provide a data-driven basis for developing measures that will enable LAGFERRY to maintain essential operations in the event of a major disruption.
Responding, Managing Director and Chief Executive Officer of LAGFERRY, Dr. Abdoulbaq Ladi Balogun, who was represented by the Director of Public Affairs, Mr. Odusina Akeem, welcomed the LASRO delegation and reaffirmed the agency’s commitment to building a resilient water transportation network.
The exercise marks the fifth phase of the State Government’s Business Continuity Plan initiative, designed to strengthen the capacity of public institutions to sustain critical services before, during and after major disruptions.
The current phase will see four new MDAs onboarded and supported to develop continuity plans, while sixteen existing MDAs will undergo tabletop testing exercises to assess their preparedness for unforeseen emergencies.
