The Lagos State Waterways Authority, LASWA is set to reopen the Ikorodu Ferry Terminal, marking a significant milestone in its commitment to enhancing transportation services and fostering seamless connectivity for the residents of Ikorodu and its environs following a temporary closure due to safety concerns.

In a press statement, the General Manager of LASWA, Mr. Oluwadamilola Emmanuel, on Monday, 29th January 2024, stated that rigorous safety assessments and necessary enhancements have been implemented to ensure the well-being of ferry passengers and Boat Operators.

“The Ikorodu Ferry Terminal is ready to once again serve as a vital hub for water transportation, providing a convenient and efficient alternative for daily commuters.

The terminal access and Infrastructure are safe for commercial ferry operations.”

Mr. Emmanuel noted that passengers can expect a renewed commitment to safety on the Lagos Inland Waterways, while appreciating their cooperation during this period.

COURT ADJOURNS SUIT VEHICLE OWNERSHIP CERTIFICATION LEVY TILL MARCH 4

A Federal High Court in Abuja has adjourned a suit seeking to stop the imposition of an annual levy for a certificate of proof of vehicle ownership in the country till March 4, 2024.

The Federal Government had in June 2023 introduced a fee of N1,000 to be paid by all motorists annually for Proof of Ownership certificate verification.

The Lagos State Government commenced the collection of the fee for POC from motorists in July 2023.

However, the Nigerian Bar Association Section on Public Interest and Development Law dragged the Federal Government, the Lagos State Government, and the Joint Tax Board to court to challenge the imposed levy.

The plaintiffs, the chairman of NBA Spidel, John Aikpokpo-Martins, the Secretary, Funmi Adeogun, and a member of the Governing Council of NBA-SPIDEL, Francis Ogunbowale in the suit marked FHC/ABJ/CS/1285/2023 contended that the defendants commenced the policy without any statutory support directing vehicle owners to pay the mandatory fee.

The plaintiffs are asking the court for an order restraining the defendants, their agents, servants, and proxies from harassing, disturbing, and/or interfering with the rights to freedom of movement of Nigerians using their vehicles in any part of the country, on the ground of non-payment and renewal of proof of ownership certificates in respect of their vehicles.

The plaintiffs also asked the court to determine “Whether the imposition of annual renewal of Proof of Ownership certificates on vehicle owners by the Defendants does not amount to multiple taxations and therefore illegal, because the I and 3rd Defendants (and the various State Governments, through their various tax agencies, have already issued certificates or evidence of proof of ownership to vehicle owners at the time of registration”.

In a statement on Tuesday by the Publicity Secretary, NBA-SPIDEL, Sadiya Saleh, noted that proceedings commenced on Monday before Justice Inyang Ekwo of the Federal High Court sitting in Abuja.

At the preliminary hearing, the court confirmed that the defendants in the matter were served the originating processes and proof of services filed.

The NBA-SPIDEL was represented by Godspower Eroga, and Vincent Adodo the first and second defendants were not represented in court.

NEW MINIMUM WAGE: FEDERAL GOVERNMENT INAUGURATES 37-MEMBER COMMITTEE

The Federal Government on Tuesday inaugurated the tripartite committee on the national minimum wage. Vice President Kashim Shettima inaugurated the 37-member panel at the Council Chamber of the State House in Abuja.

With its membership cutting across federal, and state governments, the private sector, and organised labour, the panel is to recommend a new national minimum wage for the country.

In his opening address, Shettima urged members to “speedily” arrive at a resolution and submit their reports early as the current N30,000 minimum wage expires at the end of March 2024.

“This timely submission is crucial to ensure the emergence of a new minimum wage,” Shettima said.

VP Shettima also urged collective bargaining in good faith, emphasising contract adherence and encouraging consultations outside the committee.

In May 2017, the House of Representatives moved to amend the National Minimum Wage Act for a compulsory review of workers’ remuneration every five years.

Consequently, the Minimum Wage Act of 2019 signed by former President Muhammadu Buhari empowers the committee to deliberate and come up with an agreed wage which would be eventually ratified by the National Assembly after due legislative scrutiny.

Buhari had also signed the minimum wage act that approved N30,000 for both federal and state workers in the same year.

However, President Bola Tinubu announced the discontinuance of fuel subsidy on May 29, 2023, which triggered a sharp rise in the general cost of living.

Although the administration approved an additional NGN 35,000 wage award for six months (starting September 2023) to alleviate the impact of the subsidy removal, the organised labour maintained that this was only a provisional solution and called for a complete review of the minimum wage in 2024.

Chairing the panel is a former Head of the Civil Service of the Federation, Bukar Aji who, at the inauguration ceremony, affirmed that its members would come up with a “fair, practical, implementable and sustainable,” minimum wage.

Tuesday’s inauguration follows months of agitation from organised labour who expressed concerns over the FG’s failure to inaugurate the new national minimum wage committee as promised during negotiations last October.

From the government’s side, members include the Minister of State, Labour and Employment, Nkeiruka Onyejeocha, representing the Minister of Labour and Employment; Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun, who was represented by the Ministry’s Permanent Secretary, Mrs Lydia Jafiya.

The Minister of Budget Economic Planning, Atiku Bagudu; Head of the Civil Service of the Federation, Dr. Yemi Esan; Permanent Secretary, GSO. OSGF, Dr. Nnamdi Maurice Mbaeri; and Chairman/CEO, NSIWC – Member/Secretary, Ekpo Nta, are also members.

Representing the Nigeria Governors Forum are Mohammed Bago of Niger State, representing the North Central; Sen. Bala Mohammed, Governor of Bauchi State- representing the North East; Umar Dikko Radda of Katsina State, representing the North West; Prof. Charles Soludo of Anambra State, representing the South East; Sen. Ademola Adeleke of Osun State, from South West; and Otu Bassey of Cross River State who is representing the South-South.

WAEC Assures Stakeholders of Seamless Conduct of 2026 WASSCE Despite Workers’ Protest

Ahead the commencement of the Computer Based WASSCE for Private Candidates, 2024 – First Series, the West African Examinations Council (WAEC), Nigeria has made available its e-learning portal with materials that will demonstrate to candidates, the requirements for the conduct of the CB-WASSCE.

Speaking at a press conference, Head of National Office, WAEC Nigeria, Amos Dangut, who said this is in a bid to further deliver on its mandate and as a way of helping candidates, urged candidates to visit https://www.waeconline.org.ng/e-Learning/index.htm to access the portal.

Dangut also said a tutorial video on how to navigate the examination portal is available on all the Council’s social media platforms and candidates can use that to acquaint themselves with relevant information on demand and upon enquiry.

“The conduct of the Computer Based West African Senior School Certificate Examination (CB-WASSCE) for Private Candidates, 2024 – First Series, will take place from Wednesday, January 31 and end on Saturday, February 17, 2024, in Nigeria, spanning a period of two (2) weeks and four (4) days.

Plans have therefore been concluded for this first-ever computer-based examination, which will be delivered in hybrid mode. The hybrid mode entails that, the Objective or Multiple Choice questions will be rendered on-screen and candidates are required to give their responses on the screen.”

The HNO noted that the Essay and Practical questions will be rendered on-screen, likewise, but candidates will be required to give their responses using the answer booklets provided.

Beware Of Fake Senate Loan Scam, Akpabio Warns Nigerians

The Office of the President of the Senate, Godswill Akpabio, has issued a warning to the public regarding a fraudulent online loan application circulating on social media platforms.

The fake offer, titled “N200,000 Palliative Loan By the Senate,” features a misleading image of Senator Akpabio alongside the coat of arms and the logo of the Central Bank of Nigeria (CBN).

This deceptive scheme, posted on Facebook under the account name Templeshort, falsely claims to provide instant loan approval.

Members of the public are asked to pay no attention to the advertisement as it did not originate from the Office of the President of the Senate. 

Instead, it is the work of fraudsters and unscrupulous individuals seeking to exploit unsuspecting Nigerians.

Official spokesperson for the President of the Senate, Hon Eseme Eyiboh, emphasized that the Senate has no affiliation with Templeshort and is not associated with any Facebook handle operating under that name.

He said the President of the Senate is not involved in any loan program or palliative arrangement.

“Senator Godswill Akpabio is not collaborating with the CBN or any other financial institution on any loan facility as a form of palliative,” Hon Eyiboh stressed.

The public is strongly advised to exercise caution and vigilance in the face of these criminal elements who employ deceitful methods to target unsuspecting Nigerians.”

The advertisement and similar ones claiming to be sponsored online by the Senate for loans or palliative measures are false. ”

There is no such loan or palliative initiative within the office of the President of the Senate or under the name of Senator Godswill Akpabio” Eyiboh added.

Kenneth Eugene Smith: UN condemns Alabama nitrogen gas execution

The UN, EU, and anti-death penalty activists have condemned the first execution of a prisoner using nitrogen gas.

Kenneth Eugene Smith was put to death Thursday night at a state prison in Atmore, Alabama.

A journalist who witnessed the execution told the BBC that Smith thrashed violently on the gurney.

Smith was convicted in 1989 of murdering a preacher’s wife, Elizabeth Sennett, in a killing-for-hire.

The execution process began at 19:53 local time (01:53 GMT) and Smith was pronounced dead about half of an hour later at 20:25 (02:35 GMT).

The UN High Commissioner for Human Rights, Volker Turk, said he had “serious concerns this novel and untested method of suffocation by nitrogen gas may amount to torture, or cruel, inhuman or degrading treatment”.

In a statement, EU officials called nitrogen gas “a particularly cruel and unusual punishment”.

One of the five reporters who witnessed the execution told the BBC it was unlike any other he’d seen.

“I’ve been to four previous executions and I’ve never seen a condemned inmate thrash in the way that Kenneth Smith reacted to the nitrogen gas,”, Alabama journalist Lee Hedgepeth told the BBC’s Newsday programme.

“Kenny just began to gasp for air repeatedly and the execution took about 25 minutes total.”

Inhaling pure nitrogen gas cuts off the oxygen supply to the brain. The procedure had never been used before in an execution, according to the Death Penalty Information Centre.

Alabama officials had said in an earlier court filing they expected Smith to lose consciousness within seconds and die in a matter of minutes.

Meanwhile, state officials said the execution went as planned.

Commissioner of the Alabama Department of Corrections,John Hamm, said it “appeared that Smith was holding his breath as long as he could.”

“He struggled against restraints a little bit, but there’s some involuntary movement and some abnormal breathing,” Mr Hamm told a post-execution briefing. 

“That was all expected and was in the side effects that we’ve seen or researched on nitrogen hypoxia. Nothing was out of the ordinary,” he added.

At a press conference on Friday, Alabama Attorney General Steve Marshall said he expected the method to be used in the future and by other states.

“Despite the international effort by activists to undermine and disparage our state’s justice system and to deny justice to the victims of heinous murders, our proven method offers a blueprint for other states and a warning to those who would contemplate shedding innocent blood,” he said in a statement after the execution on Thursday.

Smith’s last words were, according to a media pool report: “Tonight Alabama caused humanity to take a step backward. I’m leaving with love, peace and light. Thank you for supporting me. Love all of you.”

He also made an “I love you” sign with sign language, reporters said.

Executive Secretary/CEO of the Lagos State Security Trust Fund, LSSTF, Dr. Abdurrazaq Balogun, has charged Nigeria Police Force, Lagos State Command, to use its capacity as a Command to reach out to donors, who are willing to contribute to the Fund.

Dr. Balogun,gave the charge when he received the the Commissioner of Police, Lagos State Command, CP Adegoke Fayoade, who was on a courtesy visit to the LSSFT office in Alausa, Ikeja area of the Lagos.

In his speech, the Executive Secretary/CEO of LSSTF, said ”A lot of people don’t know that Lagos State Security Trust Fund (LSSTF) exists and those who know don’t do anything because they are not compelled. What is wrong in A-list artistes becoming brand ambassadors for us but we can’t reach them because it is about naira and kobo to them. But if the Police can reach them in your capacity, it will be good.”

Emphasizing the need for donor support for his Agency, Dr. Balogun noted that, ”Lagos State Security Trust Fund (LSSTF) is totally donor-funded. There is no 1 naira of Lagos State Government involved in the Fund. I recall the Ministry of Home Affairs, whenever anybody is coming to Lagos or wants to get citizenship, they will send the people to us to make donations to us as part of their social responsibility.

And I think the CP can start to look from that perspective. If the CP can reach them, tell them that ‘LSSTF is existing and supporting us for the past 17 years, go and do something for them’. You can also organize networking events and ask us to come pitch to them.”

”On behalf of the Board of Trustees, Management and Staff, I thank you and I wish you well in your tenure as Commissioner of Police in Lagos Command. We will maintain the RRS, even though the asset is enormous, we will keep at it. Your predecessors have always written to us for support and we will always do as much as we can but you will agree with me that we cannot shoulder the responsibility for the entire Lagos State Police Command.”

On his part, Board Member of the LSSTF, Dr. Ayo Ogunsan told the CP, ”You are a city boy like our dear President. You are familiar with Lagos terrain. I welcome you once again to Lagos and I wish you the very best. Please use your good office to add value to LSSTF. This is the only agency in country that adds value and support all security outfits operating in Lagos. we don’t even care if they are federal or state. We don’t discriminate.”

”I want to plead with the CP to allow us leverage on your rich contacts of well-meaning and wealthy Nigerians that always need the service of Police to please support LSSTF by donating in cash and kind. I also want to suggest that donation forms of LSSTF be kept on the desk of the CP and some other units at the Headquarters that always interact with these rich, well-meaning Nigerians. I assure you that if we get regular donations from the Police Command, the management of the fund will not hesitate to address all the security needs in the state.”

”Please take ownership of the assets we give your men, dear CP sir. Let your officers and men take ownership of those valuable assets. If you need to organize trainings, please do it for proper orientation on how to handle and maintain these assets. When we give you an equipment, take it as your own. When there is a minor problem, report it for immediate attention.”

”On the aviation fuel for the Air Wing, we have discussed about what we can do but we know that we don’t have the financial resources until recently that we got an intervention. But even that has fuelled conversation. A Nissan Nirvera costs 44 million naira, how many of it do you think 1 billion naira can purchase? So the 1 billion that everybody heard cannot buy more than 20 vehicles and we know that is not enough to police Lagos.”

In his remarks which he tagged as a Thank You note, CP Adegoke Fayoade remarked: ”The visit to Lagos State Security Trust Fund (LSSTF) is very important. We are all aware of the provision of logistics which has been helping us to police Lagos. So we need to come and appreciate them. We tremendously appreciate all the support you are giving to us. If not for Lagos State Security Trust Fund (LSSTF) we will not be be able to do as much as we do now.”

Lagos Command of the Nigeria Immigration Service (NIS), has taken actions aimed at strengthen the collaborative support between the Command and the Lagos State Security Trust Fund, LSSTF.

This came to the fore when the Comptroller of NIS Lagos Command, Bala Aliyu Dangana ppc, fnse paid a Thank You visit to the Lagos State Security Trust Fund (LSSTF) Head Office, in Alausa area of the State.

The Executive Secretary/CEO of LSSTF, Dr. Abdurrazaq Balogun stated that the Comptroller of Immigration, Dangana was at the office on a courtesy visit to also examine the issue of passport issuance and the ease of doing business particularly on the borders for people to come seamlessly which would help people to come in for trade, tourism, and business.’

LSSTF Board Member, Dr. Ayo Ogunsan who was also present during the visit, appreciated the Comptroller, saying: “Our desire is to see the excellent traits, comportment, attributes and qualities that we see in senior officers replicated at among your field staff.

Your officers that interact with the public must be well trained so the image of the service will continually be portrayed in good light. We look forward to more interactions with you.”

American business magazine, Forbes, has ranked the Chairman of Geregu Power, Femi Otedola, as the 20th richest in Africa with a fortune of 1.1 billion dollars.

In a publication on Monday, Forbes said Aliko Dangote retained the top spot as Africa’s richest with a fortune of 13.9 billion dollars.

The magazine said 20 billionaires on the 2024 Forbes list of Africa’s Richest are worth a combined 82.4 billion dollars, a 900 million dollar increase from last year’s 81.5 billion dollars.

“The fortunes of Africa’s wealthiest people have rebounded slightly in the past 12 months, reversing the decline in their fortunes from a year ago, though they are still off their all-time highs,” the publication said.

Forbes attributed the gain to the return of Otedola, who last appeared on the Forbes Africa list in 2017 when he held a controlling stake in fuel distributor Forte Oil.

Otedola had phased out his oil investments during a government push to privatise the country’s energy business in 2013, using a Forte subsidiary to purchase Geregu, a public power generation plant.

“He owned about 90% of Geregu when it was listed on the Nigerian exchange’s Main Board in 2022, but has since sold shares to institutional investors, which include Afreximbank’s Fund for Export Development in Africa and the State Grid Corporation of China.

“His 73% stake in Geregu is worth more than $850 million, about three-quarters of his $1.1 billion fortune, which puts him at No. 20 on the list.”

Forbes said after taking Otedola’s comeback into account, Africa’s billionaires dipped slightly but still fared better than the decline of 4% last year, when African markets faded in sync with equity values around the world.

Meanwhile, Dangote, whose fortune rose 400 million dollars to 13.9 billion dollars, claimed the ranking’s No. 1 spot for the 13th year in a row, despite the political uncertainty following the February presidential election and a devaluation of the naira in 2023 that offset the rising share price of Dangote Cement.

South African luxury goods magnate Johann Rupert held onto the No. 2 spot with $10.1 billion, down from $10.7 billion in 2023 as shares of his Compagnie Financiere Richemont–maker of Cartier watches and Montblanc pens – slid.

South African Nicky Oppenheimer, who formerly ran diamond mining firm DeBeers before selling it to mining firm Anglo American a decade ago, ranks No. 3, with $9.4 billion, up $1 billion from 2023 .

In a publication on Monday, Forbes said there are 20 billionaires on the 2024 Forbes list of Africa’s Richest.

It also said the new net worth is up 900 million dollars from last year’s 81.5 billion dollars.
