The Lagos State Primary Health Care Board has unveiled a 10-year Financial Sustainability Plan tagged “Lagos State Primary Health Care Compact 2026” aimed at strengthening and sustaining primary healthcare delivery across the state.
The landmark agreement, signed on Wednesday, May 6, 2026, represents a collaborative commitment between the Lagos State Government, the 20 Local Government Areas and the 37 Local Council Development Areas to ensure sustainable healthcare financing and improved access to quality primary healthcare services.
The compact was signed during a two-day retreat on the 10-Year Plan for Primary Health Care Financing held in Lakowe and organised by the Lagos State Primary Health Care Board in collaboration with members of Conference 57, the World Bank-funded IMPACT Programme, EngenderHealth and other development partners.
According to the organisers, the retreat provided a strategic platform for policy discussions, stakeholder engagement and consensus-building on the future of primary healthcare financing in Lagos State.
The agreement followed extensive deliberations involving key health stakeholders as well as chairmen of the local governments and LCDAs, who expressed support and commitment toward the successful implementation of the initiative.
The signing ceremony also reflected what stakeholders described as a strong display of partnership and political will across all tiers of government, with council chairmen pledging continued support for strengthening healthcare systems within their communities.
Representing the Lagos State Government at the ceremony were the Commissioner for Health, Akin Abayomi; the Special Adviser to the Governor on Health, Kemi Ogunyemi; and the Permanent Secretary of the Lagos State Primary Health Care Board, Ibrahim Akinwunmi Mustafa.
The Lagos State Primary Health Care Compact 2026 is expected to provide a long-term framework for sustainable healthcare financing, stronger intergovernmental collaboration and improved delivery of accessible, people-centred healthcare services across the state.
The initiative is also aligned with the Lagos State Government’s THEMES+ Agenda and the Lagos State Development Plan 2052, both of which identify healthcare as a major pillar for social development, inclusive growth and improved living standards.
