The Lagos State Security Trust Fund, LSSTF has secured billions of naira in corporate support, received dozens of operational vehicles and expanded equipment and training for security agencies during the first year of Dr. Ayodele Ogunsan as its Executive Secretary and Chief Executive Officer.
The interventions, which cover road, rail and waterway security as well as aerial surveillance, form part of efforts to strengthen the operational capacity of security agencies across Lagos State.
Ogunsan, who assumed office on October 31, 2025, had served on the Fund’s Board of Trustees since 2020 before his appointment by Governor Babajide Sanwo-Olu.
A major part of his first-year activities has been the mobilisation of funds and donations to support security operations.
A retail fundraising campaign involving students, youths, retirees, government workers, private-sector employees and informal-sector participants raised more than N240 million within six weeks.
Corporate contributions included N1 billion from telecommunications company Globacom and midstream oil firm SAPETRO, as well as support valued at N1 billion from Mikano International.
CIG Motors also donated 10 vehicles valued at more than N300 million, while Dongfeng Motors donated seven vehicles.
The Fund also secured support from businessman and philanthropist, Sir Kesington Adebukunola Adebutu, towards the construction of a permanent headquarters.
The facility, named the Sir Kesington Adebukunola Adebutu Security Trust Fund Building, was commissioned by Sanwo-Olu on October 23, 2026.
To strengthen accountability for donations, the LSSTF introduced a monitoring team to track, maintain and account for assets provided to security agencies.
On operational support, 80 patrol and operational vehicles were deployed within Ogunsan’s first 100 days in office, while previously idle armoured personnel carriers were restored to service.
Patrol vehicles were also donated to Lagos State University, Lagos State University of Science and Technology and Lagos State University of Education.
The Fund has provided equipment and operational support to the Nigeria Police Force, including the Rapid Response Squad, Lagos State Taskforce, Eko Strike Force and Mobile Police units.
It also equipped the Violent Crime Response Unit of the Lagos State Police Command with tactical vehicles and uniforms.
Other beneficiaries include formations of the Nigerian Army, Navy and Air Force, as well as the Nigeria Immigration Service, Nigeria Security and Civil Defence Corps, National Drug Law Enforcement Agency, Lagos Neighbourhood Safety Agency, Federal Road Safety Corps and Lagos State Traffic Management Authority.
Community-based organisations and support groups, including Vigilante Guards of Nigeria, Man O’ War and the Police Community Relations Committee, have also received assistance.
The Fund has extended its interventions to transport corridors through helicopter surveillance coordinated with the Police Air Wing. It also donated patrol vehicles to the Railway Police Command and the NSCDC Railway Command to strengthen security along the rail network.
In September, the LSSTF provided the Maritime Police Command with 30 ballistic helmets, 30 bulletproof vests, 30 operational boots and 30 raincoats, while pledging a patrol pickup vehicle.
Ogunsan also disclosed that drone operations had commenced in Lagos as part of the Fund’s move towards technology-driven surveillance.
Beyond equipment, the LSSTF launched a monthly multi-agency training programme in March 2026, targeting more than 1,000 security operatives by December.
The programme covers operational skills as well as personal finance, health and wellness, family life and nutrition.
Ogunsan said the training would continue monthly throughout his five-year tenure, with the aim of improving officers’ effectiveness and promoting collaboration among security agencies.
The Fund also inaugurated the LSSTF-CACCOV initiative, designed to engage young people in schools, campuses and communities to discourage crime, cultism and other social vices.
The interventions reflect the Fund’s expanded approach to security support, combining equipment, personnel development, technology and increased private-sector participation in strengthening security operations across Lagos State.
